　　中华人民共和国已从国际复兴开发银行（以下简称“世界银行”）获得了一笔赠款用于江西省能效推广项目，其中的部分赠款资金将用于本合同下的合格支付。
　　本咨询任务包括：
　　任务1：研发能耗信息管理系统软件；
　　任务2：确定运行系统的硬件的技术规范，协助项目办采购硬件；
　　任务3：在安装调试过程中监督质量；编制系统维护手册，对相关人员进行系统使用、维护培训。

　　江西GEF节能项目办现邀请合格的咨询机构表达意向，对上述工作任务有意向的咨询服务机构在表达意向时，特别要表明其具有资格和能力履行服务。短名单的选择标准包括：咨询机构在信息平台软件设计和硬件集成方面的资质，能源管理方面的咨询经验，成功的类似项目咨询业绩。
　　请有意向参加投标的咨询服务机构将投标意向书及单位证明材料，承担过的相关项目、课题证明材料并加盖公章，汇编成册，一式五份提交到江西GEF节能项目办，并需提供电子版。
　　有意向的咨询机构需符合《世界银行借款人选择和聘用咨询人指南》（2004年5月，2006年10月修订）第1.9款防止利益冲突的相关规定。
　　咨询机构可以单独投标，也可以组成联合体投标。
　　咨询机构的选择将按照《世界银行借款人选择和聘用咨询人指南》（2004年5月，2006年10月修订）中的“基于质量和成本的选择方式，即QCBS”方式进行。
　　本咨询任务从合同签订开始，工作期限约18个月。
　　咨询机构的兴趣函必须在2014年12月15日前（邮寄的材料以邮戳日期为准）表达意向。
